Area B Land Use Planning

Welcome to the web page for the Regional District of Central Kootenay Creston Valley Official Community Plan and Zoning Bylaw Review Process. The intent of this review is to update the existing Creston Valley Official Community Plan 1575 and RDCK Zoning Bylaw 1675 as appropriate. During the process the existing Official Community Plan will be separated into three distinct planning areas correlating with the political boundaries of Electoral Areas A, B and C.

The review will detail the community's vision for the future land use and development of the communities of Erickson, Canyon, Lister, Rykerts, Arrow Creek and Kitchener within Electoral Area ‘B’. The OCP will contain goals, objectives, and policies for a variety of uses and issues including, but not limited to Social, Economic, Residential, Agricultural, Environmental, Commercial, Industrial, Parks, Transportation, Servicing, Zoning and Development Permit Areas. The Zoning Bylaw will contain the detailed land use regulations and requirements necessary to achieve the community vision as detailed in the OCP Bylaw.

Objectives of the OCP

The general objectives of the project are:

  1. To develop an Official Community Plan that reflects the vision and long term development goals of the residents and landowners of the communities within the Plan area.
  2. To develop objectives and policies reflecting the requirements of the Local Government Act and in relation to community service needs.
  3. To consult with other government organizations having responsibilities in the Plan area that could affect the plan.
  4. To focus attention on those matters which are within the jurisdictional responsibilities of the Regional District and which are of concern to residents and land owners.

OCP Current and Upcoming Tasks

  1. RDCK Staff and the local Advisory Planning Commissions for Electoral Areas A. B and C have developed a project Terms of Reference which will guide the review process. This document was endorsed by the RDCK Board on June 23rd, 2011.
  2. A Land Use Survey was conducted over November and December 2011.
  3. Survey Results have been posted for public review and information. Please refer to the links below for associated documents.
  4. Community workshops were held in Erickson, Kitchener and Canyon during the month of May, 2012. Please refer to the link below for the associated workshop summary.
  5. A Comprehensive Land Use Bylaw was drafted over the Summer and Fall of 2012 and is currently under review by the local Advisory Planning Commission and staff.
  6. A DRAFT Comprehensive Land Use Bylaw is available for review and comment by residents and property owners. A link to the DRAFT Bylaw and associated Mapping Schedules can be found below. Please note that due to the size of the document only the mapping schedules for the Land Use Designations and Zoning is attached. If you would like copies of the other associated Schedules (Hazards, Parks, Trails and Transportation and Natural Areas), please contact planning staff.
